Ohio Announces Updated Property Tax Reappraisal Schedule
Mahoning County Sexennial Reappraisal Pushed Back One Year to 2030

Mahoning County, Ohio - The Ohio Department of Taxation announced an updated realignment of the state's property tax reappraisal and triennial update schedule following a recommendation from the Governor's Property Tax Working Group (https://governor.ohio.gov/media/news-and-media/ohio-property-tax-working-group-issues-recommendations).
Ohio law requires all counties to perform property tax reappraisals on a set schedule. A sexennial reappraisal is a full revaluation of all properties to set new values every six years. A triennial update, which happens every three years, uses market trends and recent sales data to adjust property values in neighborhoods to ensure equity.
Ohio's reappraisal cycle operates in three rotating groups. Counties in each of the groups will be affected by the updated reappraisal timeline. The recommendation to update the reappraisal schedule will distribute the workload for the Department of Taxation. This should improve efficiency and accuracy of reappraisals by balancing reassessments across counties and years.
The Ohio Tax Commissioner has statutory authority to grant a one-year extension for reappraisals. Mahoning County and fifteen other counties will have their reappraisal moved back by one year in accordance with the new schedule. Trumbull and Columbiana Counties will remain on their current schedules.
Ohio Administrative Code 5703-25-07 requires the order to initiate a reappraisal to be issued two years prior to the lien date of the cycle. This realignment works with the timing of the order so that a new schedule can begin in 2028.
The appraisal schedule and proposed change only affect the years when a county undergoes a triennial update or sexennial appraisal. It does not directly determine property tax rates.
This new schedule will work well, according to Auditor Meacham, with the planned conversion to new real estate software this year.
There will be a triennial update for tax year 2026, pay year 2027. This is conducted every three years and is an analysis of current market values. If current trends continue, the Ohio Department of Taxation will most likely issue an increase in property values of at least 10% for tax year 2026, pay year 2027. With the new schedule of 2030 for the revaluation, assessed property values will remain in place for four years, instead of three years.
The current Board of Revision filing period is open until March 31, 2026.
Auditor Ralph T. Meacham is reminding taxpayers that they can file a Complaint Against the Valuation of Real Property if they disagree with the fair market value the Auditor has placed on their property for tax year 2025. Filing this complaint appeals the value placed on a property, not the amount of taxes due on a property.
When a taxpayer files a complaint, a hearing may be scheduled. This hearing gives taxpayers an opportunity to present evidence to the Board of Revision in support of their opinion of value.
According to Auditor Meacham, supporting evidence can include settlement statements, purchase agreements and fee appraisals. Such evidence can expedite the appeal process.
"While property taxes cannot be disputed, it is a taxpayer's right to review and appeal their property value. These complaints must be filed and received in the Mahoning County Auditor's Office on or before the close of business on Tuesday, March 31, 2026.
This complaint period is for lien date January 1, 2025.
